Project Overview (May to December)

The Government Investigation qualification stream defines the essential competencies required to conduct official investigations and ensure regulatory compliance on behalf of government agencies. These qualifications are explicitly outlined as requirements within the Australian Government Investigation Standards 2022 (AGIS).

The AGIS establishes a benchmark for organisations carrying out administrative, civil, or criminal investigations for state or Commonwealth government entities. As the portfolio agency of the Attorney-General’s Department, the Australian Federal Police is responsible for maintaining the AGIS to meet whole-of-government standards.

Given the strong alignment between the AGIS and this qualification stream, it is crucial that training products are regularly reviewed and updated to remain compliant with legislative requirements and accurately reflect capability needs within the public sector.

This project will involve a review of three qualifications and a Skill Set within this stream from the PSP Public Sector Training Package.

To ensure these training products reflect the emerging needs of the public sector, this project will be conducted over 2 phases:

Phase 1: Research and Analysis

This phase focuses on the initial engagement of stakeholders to support data collection. Public Skills Australia will undertake research and analysis to assess the usability and relevance of the qualification streams. The project will seek to align the investigatory roles with the latest Investigative Standards. Stakeholder engagement will include consultation with the relevant agencies who conduct government investigations, Registered Training Organisations, and other relevant agencies.

Phase 2: Development

Throughout the development phase, Public Skills Australia will draft training products based on the advice of a Technical Committee, composed of members outlined with the Training Package Organising Framework (2025). Through Technical Committee meetings, Public Skills Australia use the data gathered from phase one to determine relevant updates.
